Justice Stephen Breyer is an attorney and Justice on the Supreme Court.  He was appointed in 1994 by President Bill Clinton.

“Freedom under the Constituition means two very different things. The first- a very ancient liberty- is the freedom to take part in government.  That’s called democracy.  The second- a more modern liberty- is the freedom to lead our lives free of government control- for example, freedom of speech. If our government is to work both kinds of freedom are nessasary: an active participation in civic life and protection agaist tyranny-even by the majority.”
